Clock CHOP latitude/longitude description

The wiki page for the Clock CHOP describes the latitude/longitude parameters as:
Latitude - Enter a latitude (hours/min north/south) of your location. (defaults to Toronto, Canada)
Longitude - Enter a longitude (hours/min east/west) of your location.

However there are 2 parameters for latitude and 2 for longitude. Are those ranges? If so, how do they work? If not, what are they?

The two parameters are hours and minutes respectively.
For example:
Toronto is at 43.6532° N, 79.3832° W

You can input the longitude as:

43.6532 hours, 0 minutes
or
43 hours, 39 minutes

Since 0.6532 hours is 39 minutes. (0.6532 * 60 = 39)
