FIXED: [Win10 099 25000] Movie File Out TOP Crashes

Steps to reproduce crash:

  1. Connect a Movie File Out TOP
  2. Set videocodec par to hapq
  3. Set moviepixelformat to rgbabc7
  4. Set videocodec par to hap
  5. [crash]

I figure this is because there is no BC7 format available for regular Hap codec to use but it tries to use it anyway.
