FIXED: [099 21670] Expression CHOP cooks when input isn't

When an expression contains a python reference such as:

Code: Select all
me.inputs[0][0][me.sampleIndex]

or
Code: Select all
me.inputs[0][0][me.chanIndex]


The Expression CHOP cooks every frame even though the input is not cooking.

Not seeing the issue with Tscript in same build:
Code: Select all
ic(0, 0, $I)


Also not seeing issue with same python expression in 088, and I don't recall seeing this with older official 099 builds.
